To return a free-shipping product, customers are charged "initial shipping fee on return + return shipping fee" for shipping.
Charging the return shipping fee greater than the initial shipping fee on return results in the error.
Please check whether you have entered the correct fee.

<Type of shipping fees>
All the three types below are one-way fees, and you should set a fee according to the shipping fee type. 
- Initial shipping fee on return (deliveryChargeOnReturn): A shipping fee charged to a customer for returning a free-shipping product
- Return shipping fee (returnCharge): One-way shipping fee for return
- Standard shipping fee (deliveryCharge): A fee charged to a customer for taking delivery of a conditional-free-shipping product
